About the Project

Topic- The Gateway Program
Construction on the Gateway Program’s Hudson Tunnel Project – the rail investment program’s centerpiece project – and its critical impact on the Northeast Corridor’s future.
The Gateway Development Commission (GDC) is responsible for the Hudson Tunnel Project (HTP), which will build two new rail tracks under the Hudson River and rehabilitate the existing North River Tunnel, resulting in four modern tracks between New York and New Jersey.
The HTP consists of multiple construction projects.

- Tonnelle Avenue Bridge and Utility Relocation Project
- Hudson Yards Concrete Casing – Section 3 Project
- Hudson River Ground Stabilization Project
- Palisades Tunnel Project
In addition to the HTP, the Portal North Bridge Project is currently under construction. This project will replace the century-old Portal Bridge over the Hackensack River in New Jersey with a higher bridge that will not have to open and close for river traffic.
The NEC is the most heavily used passenger rail line in the U.S., with more than 2,000 intercity and commuter trains supporting approximately 800,000 daily passenger trips across eight states and Washington D.C.

- the transportation, economic, and other risks posed by the North River Tunnel’s age, unreliability, and two-track system and how the Hudson Tunnel Project will eliminate those risks once complete
- the unique soil and rock mechanics of the Hudson Tunnel Project’s tunneling packages and the varied geotechnical engineering methods applied to each.
- the Gateway Development Commission’s governance structure, as informed by bi-state legislation between New Jersey and New York, and how GDC and its regional and federal partners are collaborating to deliver the Hudson Tunnel Project
- the social, environmental, and economic benefits to the region and nation of constructing and delivering the Hudson Tunnel Project
